On your screenshot I can see you have unsaved changes, could you please check if this could cause Stuart not to come up? What are the messages highlighted in yellow behind the rate window?

What type of Shopify subscription do you have?
Do you have the CSS feature?
For which zone are you trying to set shipping rates?
In the screenshot, I see that 2 shipping rates have already been defined. Which are they?
